  • Salt and black pepper to taste
  1. For the filling Mix in a bowl the raw ground beef, raw rice, onion, tomato, lemon juice, chopped mint, Syrian pepper, salt and black pepper to taste.
  2. Boil in a large pot of water 2 liters of water with 1 teaspoon of salt. Dip 5 cabbage leaves in water, leave for 20 seconds. Turn and leave for another 20 seconds. Repeat until you finish the sheets. By doing this, the cabbage leaves become more malleable to be able to roll the cigars without breaking.
  3. If your kale leaves are large, divide the leaves in half by removing the thickest stalk in the middle. If your leaves are smaller, you can do it whole.
  4. We used the water in which we heated the cabbages to make a quick vegetable broth. Put the stalks removed from the cabbage, 1 onion, the celery stalk, carrots chopped into large cubes, the whole garlic and the tomato paste. Season with salt and black pepper to taste and let it boil while rolling the cigars. To make the cigars, place 1 tablespoon of the filling on the edge of the sheet, 2cm from the edge, roll the end of the sheet over the filling, fold the sides inwards and continue rolling until the end. Repeat with the other sheets.
  5. In a pressure cooker, place the cigars, one by one, at the bottom of the pan, with the seam (the end of the leaf) facing down, and well pressed together, so that they do not open during cooking. You can position them in two or more layers if needed. Strain the vegetable broth and cover the cigars in the pressure cooker. When the pan starts to sizzle, lower the heat and let it cook for 5 minutes.
