  1. Put the oil in a pan and sauté the onion and garlic until golden.
  2. Then add the ground beef and sauté until the red color changes to a light brown color.
  3. Add all the dry seasonings and mix well, then add the chopped tomato and chopped pepper, mix well.
  4. Add the water, wheat flour, mix well and let it cook on medium heat, until the sauce reduces a little.
  5. Add green smell to taste.
  6. Pastry dough: Put the cream in a bowl and add the wheat flour little by little, mixing until the right point.
  7. When the dough is loosening and making it difficult to mix with the spoon, spread some flour on a counter and throw the dough on top to give a light kneading to finish getting the point and getting smoother.
  8. The point of the dough is when it is very easy to move and without sticking to your hands.
  9. Shape the dough into a ball, wrap it in plastic wrap and let it rest for 10 minutes.
  10. Spread flour on the counter and roll out the dough with the help of a rolling pin, leaving the dough very thin.
  11. With the help of a cutter or a round cup, start cutting the dough, then put a little stuffing in the center of the dough and close the dough with a fork.
  12. Repeat the previous process using the whole dough.
  13. Place a pan over medium heat with oil, until it can cover the pastries, let the oil heat up.
  14. Put 4 in 4 pastries to fry, don't forget to always be turning the sides when they are golden.
  15. Let the pastries drain on a plate with paper towels as soon as you finish frying them, then just serve!
